State Rules for Library Media Programs
Rules for Library Media Programs are part of the Public School Evaluation, Recognition, and Supervision rules-- http://www.isbe.net/rules/archive/pdfs/oneark.pdf and those rules start on pdf page 79
Along with the rules there is a Probe Document that was approved in August,
2009 to be used for the 2009/2010 school year. That is also on the ISBE website as a Word document or in PDF format. Those can be found on this page http://www.isbe.net/accountability/html/compliance.htm
In either format, the section on library media programs is on page 37 and there is a single statement in regards to high school libraries on page 51,
Along with these evaluation probe documents there is a Reference Guide http://www.isbe.net/accountability/pdf/school_evaluation_guide.pdf with the section on library media programs beginning on pdf page 98. Note that the staffing guidelines in this document do not match up with the last revision made to the rules. The reference guide was prepared prior to the final approval and posting of the revised rules. Also, on page 118 is a statement in regards to high school libraries.
Further information on the recognition procedure are on this page http://www.isbe.net/accountability/html/ps_recog_process.htm
